13.A. 2022-23 Consolidated Annual Performance and Evaluation Report\nRecommendation: Conduct a public hearing to review and approve the\nConsolidated Annual Performance and Evaluation Report (CAPER) for the\nperiod beginning July 1, 2022, and ending June 30, 2023; and Authorize the\nCity Manager to submit the report, along with any public comments received\nand necessary revisions, to the United States Department of Housing and\nUrban Development (HUD).
