8. Additional Safeguards to Protect Los Angeles County Residents from the\nNegative Consequences of Electronic Benefit Transfer (EBT) Card\nSkimming\nRecommendation as submitted by Supervisors Solis and Hahn: Instruct the\nDirector of Consumer and Business Affairs, in consultation with County\nCounsel, the Directors of Economic Opportunity, Public Social Services, and\nother relevant County Departments and Offices to report back to the Board\nwithin 90 days with a draft ordinance that accomplishes the following:\nRequires businesses that accept Electronic Benefits Transfer (EBT) card\npayment in the County to post a skimming awareness notice geared at\nfostering further awareness of EBT card skimming, informing consumers\nabout the steps they can take to prevent EBT card theft, and directing\ncustomers to the resources available to them should they fall victim to\nEBT card theft;\nAdvises the Board as to whether such ordinance can apply to\nincorporated and unincorporated areas of the County; and\nInstruct County Counsel, in collaboration with the Directors of Consumer and\nBusiness Affairs, Economic Opportunity, and Public Social Services, the\nAgricultural Commissioner/Director of Weights and Measures, and other\nrelevant County Departments and Offices, to report back to the Board within 60\ndays on the feasibility of an ordinance requiring businesses to engage in\nregular, periodic physical inspections of their Point-of-Sale terminals, including\nrecordkeeping of such inspections, to detect, remove, and report illegal\nskimming devices, and the report back should address whether the ordinance\ncan apply to incorporated and unincorporated areas of the County; and\nInstruct the Director of Public Social Services, in collaboration with the Chief\nExecutive Officer, through the Legislative Affairs and Intergovernmental\nRelations Branch, to continue to advocate at the State and Federal levels to\nsupport and advance more immediate solutions that protect and more\nexpeditiously restore the benefits of individuals and families on public\nassistance, including the expedited roll-out of chip/tap technology for EBT\ncards, and ensuring measured accountability for those conducting these\nscams.
