2. Los Angeles County to Provide Free Phone Calls and Robust\nProgramming in the County Jails\nRecommendation as submitted by Supervisors Solis and Mitchell: Request the\nSheriff and instruct other relevant Department Heads, to provide free phone\ncalls for people who are incarcerated, in all County jails no later than December\n1, 2023; direct the Chief Executive Officer to identify the necessary funding, by\nthe Fiscal Year 2023-24 Supplemental Budget, to pay for the fees and costs to\nprovide free phone calls in County jails for people who are incarcerated,\nincluding the use of AB 109 funds; instruct the Auditor-Controller to work with\nthe Sheriff to come into compliance with all recommendations as listed in the\nOctober 6, 2021 “Sheriff’s Department - Inmate Welfare Fund Financial and\nCompliance Review” audit and report back to the Board in writing in 90 days on\nthe status and progress; and request the Sheriff to work with the Chief\nExecutive Officer, Sheriff Civilian Oversight Commission and the Sybil Brand\nCommission, to develop an implementation plan with a funding proposal, in 90\ndays in writing, to provide more and diverse programming, which will be\nequitably accessible for people who are incarcerated, with the implementation\nplan to also:\nRevisit policies and procedures to allow for more community-based\nproviders, including those providers with lived experiences, to provide\nresources and services in the County jails, including reentry\nopportunities;\nDevelop comprehensive eligibility requirements for people who are\nincarcerated who are interested in participating in programming that are\nneeds-based;\nEnhance visibility and promotion of available programming and ensure\napplication and registration is readily accessible, including language\naccess, to people who are incarcerated;\nDevelop partnerships with educational institutions to provide educational\nopportunities for people who are incarcerated ranging from English as a\nSecond Language classes, citizenship classes, high school classes,\nGeneral Education Development certification courses, associate and\nother higher education courses; and\nInclude a working partnership with the Justice, Care, and Opportunities\nDepartment and its service providers and contractors with the ability to\nprovide information and opportunities about reentry services, alternatives\nto incarceration programs, and other relevant resources for people who\nare incarcerated in the County jails.
