14. Delivering an Equitable Implementation of the State of California’s\nCommunity Economic Resilience Fund Program in Los Angeles County\nRecommendation as submitted by Supervisors Mitchell and Horvath: Instruct the\nDirector of Economic Opportunity, in collaboration with the Chief Executive\nOfficer, to send a letter to the State Labor and Workforce Development Agency\nSecretary, Stewart Knox, State Employment Development Department Director,\nNancy Farias, the Governor’s Office of Planning and Research Director,\nSamuel Assefa, and the Governor’s Office of Business and Economic\nDevelopment Director, Dee Dee Myers, in support of the County’s Community\nEconomic Resilience Fund (CERF) High Road Transition Collaborative (HRTC),\nto advocate for an equitable allocation of the State’s $600,000,000 CERF\nProgram, stating the County’s concerns related to program administration and\nsupport for a fund allocation that prioritizes equity and scalability of regional\nchallenges rather than a “divide by 13” approach; and instruct the Director to\ntake the following actions:\nIn partnership with the County Economic Development Corporation,\nsupport and coordinate with the County CERF HRTC to identify key\ncriteria that should be considered in fund allocation to ensure that\ndisparities are addressed, and resources are utilized effectively to\npromote sustainable and equitable community development, and report\nback to the Board in writing upon the CERF implementation projects final\nrule issuance; and\nWork with the Chief Executive Officer, through the Legislative Affairs and\nIntergovernmental Relations Branch, and the State Employment\nDevelopment Department, State Labor and Workforce Development\nAgency, the Governor’s Office of Planning and Research, and the\nGovernor’s Office of Business and Economic Development, to advocate\nfor adequate CERF funding for the County that will provide sufficient\nresources for the diverse communities of Los Angeles to address the\ngoals of CERF, and report back to the Board in writing upon the CERF\nimplementation projects final rule issuance.
