26. Per- and Poly-fluoroalkyl Substances in Los Angeles County Water\nSystems\nRecommendation as submitted by Supervisor Hahn: Instruct the Director of\nPublic Health, in consultation with the Director of Public Works, the Acting\nChief Sustainability Officer, and the Chief Executive Officer, through the\nLegislative Affairs and Intergovernmental Relations Branch, to engage with the\nState Water Resources Control Board, to complete the following tasks and\nreport back to the Board in writing in 90 days:\nIndex and catalogue which water systems are/are not currently testing for\nper- and poly-fluoroalkyl substances (PFAS) in the 206 community water\nsystems in the County, including small water systems in the County;\nCatalogue which PFAS the water systems are testing for;\nExplore options to assist and encourage large, medium, and small water\nsystems to increase PFAS testing; and\nIdentify potential State and Federal funding to support these efforts; and\nComplete the following tasks and report back to the Board in writing in 120\ndays:\nDetermine the status of the Statewide PFAS Maximum Contaminant Level\n(MCL) standards and make recommendations to strengthen regulations\nupon establishment of MCL standards, including any potential gaps in\nproposed regulations;\nDetermine if testing standards and notification processes can be\nenhanced through regular monitoring by all water systems;\nDetermine where or not concerns specific to County communities are\nreflected in rulemaking, and report back to the Board with updates on the\nprocess on an annual basis until standards are adopted; and\nAdvocate for State and Federal funding to support implementation of\ntreatment system retrofits to address PFAS in drinking water.
