21. Support to Small Businesses Impacted by the Entertainment Strike\nRecommendation as submitted by Supervisors Horvath and Barger: Instruct the\nDirector of Economic Opportunity and the LA County Film Office to work with\nFilmLA, Los Angeles Economic Development Corporation, and the California\nFilm Commission to demonstrate and quantify, where possible, the economic\nimpacts of the Writers Guild of America West and East (WGA) and the Screen\nActors Guild-American Federation of Television and Radio Artists\n(SAG-AFTRA) strikes on businesses that serve the entertainment industry in the\nCounty region and to include this information in a report back to the Board in\nwriting in 30 days; and take the following actions:\nInstruct the Director of Economic Opportunity, the LA County Film Office\nto provide a report back to the Board in writing in 30 days, with updates\non a quarterly basis , on the implementation of a targeted outreach and\nengagement regarding programs, services, and capital available to\nbusinesses who are temporarily impacted by the WGA and SAG-AFTRA\nstrikes;\nInstruct the Director of Economic Opportunity, the LA County Film Office\nand relevant partners to report back to the Board in writing in 60 days on\nthe feasibility of standing up and resourcing a business interruption fund\nand other new or expanded solutions , which would include researching\nsimilar efforts and a program model that is responsive to aggregated\ndata, identifying needs of the small business community, with the\nDirector of Economic Opportunity to also report back to the Board on the\npossibility of an ongoing fund in the event of future significant economic\ninterruptions; and\nInstruct the Director of Economic Opportunity and the Chief Executive\nOfficer, through the Legislative Affairs and Intergovernmental Relations\nBranch, to work with State and Federal partners to identify available\nresources, and urge Governor Gavin Newsom to declare a state of\nemergency for impacted businesses to receive Federal assistance.\n(23-2614)\nAttachments: Motion by Supervisors Horvath and Barger\nPublic Comment/Correspondence
