20. Advocating for Greater Local Control in Meeting Justice Related\nMandates\nRecommendation as submitted by Supervisors Horvath and Solis: Direct the\nChief Executive Officer, in collaboration with the Interim Director of Justice,\nCare, and Opportunities, to identify and support State legislative bills that would\nenhance the County's pre-trial services to protect information as confidential\nand inadmissible, that is provided by defendants in pre-trial services\nevaluations, and expand the definition of criminal justice agencies to include\npre-trial release, and require the Attorney General of California to provide State\nsummary criminal history information to County staff performing pre-trial\nrelease services, similar to Assembly Bill (AB) 2354 (Kalra 2021), and establish\nflexibility in funding to Los Angeles County for pretrial services, similar to San\nFrancisco and Santa Clara Counties, including advocating for funding to be\nallocated directly to the County, and limit the proscriptive requirements that\nimpact the County's ability to fund community-based solutions to providing\npretrial services, and take the following actions:\nDirect County Counsel, in collaboration with the Interim Director of\nJustice, Care, and Opportunities, to send a five-signature letter to the Los\nAngeles Superior Court advocating for establishing County-Court\npartnerships to build flexibility into Court proceedings and to serve those\nresidents who are not able to attend or appear at court during regular\ncourt hours, such as extended court hours, remote appearances outside\nof regular court hours, and/or establishing non-carceral neighborhood\nsites throughout the County from which individuals can make remote\nappearances;\nInstruct County Counsel, in consultation with the Interim Director of\nJustice, Care, and Opportunities, to draft a five-signature letter from the\nBoard to the California Department of Corrections and Rehabilitation\n(CDCR) Secretary Jeff Macomber seeking expedited release of\nindividuals being held in local custody on behalf of the State, and\nexpedite transfers from local jails of individuals who have been sentenced\nto State prison/CDCR facilities; and\nDirect the Chief Executive Officer to advocate in support of legislative\nproposals to mandate both Los Angeles Superior Court (LASC) and the\nLos Angeles Sheriff’s Department (LASD) to share data with the Justice,\nCare, and Opportunities Department, which is charged with depopulation\nof the jail and/or administration of pre-trial services and alternatives to\nincarceration, with the ultimate goal of a publicly accessible dashboard\nwith non-privileged LASC and LASD data, and provide funding to support\ncommunity-led reentry (pre-or post-sentenced) programming and\nservices.
