6. Addressing Extreme Heat in Los Angeles County Through State and\nFederal Partnerships and Developing a County Extreme Heat Action Plan\nFramework\nRecommendation as submitted by Supervisors Solis and Horvath: Instruct the\nDirector of Public Health, in collaboration with the Acting Chief Sustainability\nOfficer, the Directors of the Office of Emergency Management, Health Services\nand Internal Services, the Chief Executive Officer, through the Countywide\nCommunications Office, to engage the State’s Community Partnerships and\nStrategic Communications and the White House’s National Integrated Heat\nHealth Information System on their respective heat awareness campaigns to\nmaximize outreach in the County, with an emphasis on the most vulnerable\npopulations and communities, and report back to the Board in writing in 120\ndays with a partnership status update; and take the following actions:\nInstruct the Acting Chief Sustainability Officer, in collaboration with the\nChief Executive Officer, through the Legislative Affairs and\nIntergovernmental Relations Branch, the Directors of Public Health,\nOffice of Emergency Management, Health Services and Internal\nServices, to advocate for State and Federal funding, including from the\nState Extreme Heat Action Plan and Federal Bipartisan Infrastructure\nLaw, for County projects and programs and keep the Board apprised of\nrelated grant funding opportunities;\nInstruct the Acting Chief Sustainability Officer, in collaboration with the\nDirectors of Public Health, Office of Emergency Management, Health\nServices, Internal Services, Parks and Recreation and Public Works, the\nChief Executive Officer, the Executive Director of the Los Angeles\nCounty Development Authority, and the Fire Chief, to report back to the\nBoard in writing in 120 days with a framework for a County-specific Heat\nAction Plan that includes a summary of existing initiatives, gaps, and\nopportunities to address those gaps, and includes measures, such as\npublic warning systems, improvements to the network of cooling centers,\nand heat-resilient infrastructure planning; and\nInstruct the Acting Chief Sustainability Officer to pursue State, Federal,\nand philanthropic funding to support the development of a Heat Action\nPlan, and authorize the Executive Officer of the Board to enter into or\namend any contracts or agreements, as necessary, to support the Acting\nChief Sustainability Officer in its development of the Heat Action Plan\nframework.
