23. Strengthening Tenant Protections to Prevent Homelessness\nRecommendation as submitted by Supervisors Horvath and Solis: Instruct\nCounty Counsel, in consultation, with the Director of Consumer and Business\nAffairs, to return to the Board in 90 days with revisions to the Los Angeles\nCounty Code Chapter 8.52 to provide further technical or clarifying protections\nfor tenants, as well as include the additional protections to: require that any\ntenant in the unincorporated areas of the County, when presented with a\nvoluntary buyout agreement, be offered an amount equal to or greater than the\nrelocation assistance amount a tenant would be entitled to under a no-fault\neviction; clarify that tenants have an affirmative defense to an unlawful detainer\naction should a landlord fail to provide a copy of the notice of termination or\neviction to the Department of Consumer and Business Affairs, as required\nunder Section 8.52.090; require that for any at-fault termination of tenancy, the\ntermination notice sets forth specific facts to permit a determination of the date,\nplace, witnesses and circumstances concerning the eviction reason; and\ninclude any additional technical or clarifying language needed as\nrecommended by the Director of Consumer and Business Affairs and County\nCounsel for the Rent Stabilization and Tenant Protections Ordinance.\n(23-2523)\nAttachments: Motion by Supervisors Horvath and Solis\nPublic Comment/Correspondence
