10. New Actions to Provide Debt Relief and Support to Student Borrowers\nRecommendation as submitted by Supervisor Solis: Instruct all County\nDepartment Heads, leveraging support from the Director of Consumer and\nBusiness Affairs, to:\nRemain abreast of the United States Department of Education’s\n(USDE’s) initiated rulemaking process aimed at opening an alternative\npath to debt relief under the Higher Education Act, and include\ninformation about the new student loan debt relief efforts resulting from\nthis rulemaking process on their respective websites, electronic\nnewsletters, and other modes of communication for those without\ninternet access, to ensure eligible borrowers apply;\nDisseminate information pertaining to the USDE’s income-driven Saving\non a Valuable Education student loan repayment plan on their respective\nwebsites, electronic newsletters, and other modes of communication for\nthose without internet access, to ensure that residents are aware of the\nprogram and to encourage eligible borrowers to apply; and\nDisseminate information about the USDE’2 12-month “on-ramp” plan on\ntheir respective websites, electronic newsletters, and other modes of\ncommunication for those without internet access, to ensure that the most\nvulnerable borrowers are shielded from the harshest consequences of\nlate, missed, or partial payments;\nInstruct the Director of Personnel to work with all County Department Heads to\ninform County employees about these new student debt relief efforts; and\nDirect the Chief Executive Officer, through the Legislative Affairs and\nIntergovernmental Relations Branch, to work with the Director of Consumer\nand Business Affairs to submit written comments on the issuance of new\nregulations under the “negotiated rulemaking” process including the impact of\nstudent loan debt forgiveness on Los Angeles County residents.
