9. Preparing Los Angeles County in Advance of the 2026 Men’s FIFA World\nCup and 2028 Olympic and Paralympic Games\nRecommendation as submitted by Supervisor Solis: Direct the Chief Executive\nOfficer to convene a County inter-Departmental working group to review the\nGames Agreement of the 2028 Olympic and Paralympic Games, by and\nbetween the City of Los Angeles (City) and the Los Angeles Organizing\nCommittee of the Olympic and Paralympic Games 2028 (LA28), any\namendments thereto (hereafter, 2028 Games Agreement), and any other\nrelevant plans, agreements, and materials, and identify and review any publicly\navailable public benefit plans, agreements, or commitments made by FIFA or\nthe World Cup Host Committee in anticipation of the 2026 Men’s World Cup;\nand direct the Chief Executive Officer to take the following actions:\nReport back to the Board in writing in 120 days on LA28’s commitments\nand the City’s goals, as detailed in the 2028 Games Agreement,\nidentifying and analyzing those commitments and the City’s goals that\nalign with County priorities, and describing LA28 and the City’s plan to\nfulfill those commitments and goals, and report back to the Board in\nwriting in 120 days from the date the County’s working group identifies\nFIFA’s Men’s World Cup organizing committee’s public benefits\ncommitments with analogous analysis; and\nReport back in to the Board in writing in 12 months with County\nresources and programming, including in-kind and at cost, that can be\nleveraged in coordination with these events to further County priorities,\nanticipated regional impacts and risks that these events could cause or\nexacerbate, and recommendations for potential strategies and\napproaches for how the County and/or local jurisdictions might mitigate\nthose effects including, but not limited to, the County working in close\ncollaboration with the City and LA28 as part of operational and legacy\nplanning groups (e.g., Games Mobility Executives and LA28 Working\nGroups) and other advisory bodies, the Host Committee and Los Angeles\nSports & Entertainment Commission, and the Los Angeles County\nMetropolitan Transportation Authority, local and regional agencies, and\ncommunity-based organizations to address regional and other concerns.\n(23-2520)\nAttachments: Motion by Supervisor Solis\nPublic Comment/Correspondence
