28. Administrative and Subleases, Agreements and Amendments\nRecommendation: Authorize the Chief Executive Officer to renew, amend, or\nextend, 60 existing Gratis leases, with a rental amount not to exceed $1 per\nyear, and terms of the renewal, amendment or extension shall not to exceed a\n15-years from the date of approval; find that the proposed Administrative\nLeases are exempt from the California Environmental Quality Act; and authorize\nthe Chief Executive Officer to take the following actions:\nRenew, amend, or extend, including the exercise of any options, the\nthree existing Gratis Sublicense Agreements with Los Angeles Regional\nInteroperable Communications System (LA-RICS), a joint-power\nauthority, as sub-licensor, with a rental amount not to exceed $1 per\nyear, and a term not to extend beyond December 31, 2049;\nRenew, amend, or extend 116 existing Non-Gratis Administrative Leases,\nwith rental amounts of these Non-Gratis Administrative Leases not to\nexceed $10,000 per month throughout the term of the Administrative\nLeases, including, without limitation, the base rent, any base rent\nadjustments, and any tenant improvement costs, if any, and with term for\nthe renewal, amendment, or extensions not exceed eight-year terms from\nthe date of approval; and for the existing Non-Gratis Administrative\nLeases at 640 South Maple Avenue and 646 South Maple Avenue, the\nrental amount of these Non-Gratis Administrative Leases will not exceed\n$13,000 per month;\nRenew, amend, or extend one existing Gratis Sublicense Agreement with\nLA-RICS, as sub-licensor, to obtain the property owner’s, Saddle Peak\nCommunications, consent to the Sublicense Agreement, renew, amend,\nor extend the Consent to Sublicense Agreement and pay Saddle Peak\nCommunications a fee, with a rental amount not to exceed $10,000 per\nmonth throughout the term of the Sublicense Agreement, as renewed,\namended, or extended, and the Agreement not to extend beyond\nSeptember 7, 2051; and\nContinue those Administrative Leases previously entered into under the\nChief Executive Officer’s existing delegated authority found under\nSections 2.08.160 and 2.08.163 of the County Code that have since\nexpired and are in holdover, but which have not yet been renewed,\namended, or extended, and such Administrative Leases will be authorized\nto continue on a holdover basis, on a month-to-month term, which\nterminate upon the date a new lease or amendment is executed, or 24\nmonths from the date of approval of this action.
