27. Disposition and Development Agreement in the City of Compton\nRecommendation: Approve the proposed development of County-owned\nproperties located at 12617 and 12625 South Willowbrook Avenue in the City of\nCompton (2) (Property), with a supportive housing project commonly referred to\nas Willowbrook III, which will consist of 50 affordable units for low-income\nhouseholds, and one onsite manager's unit (Project), and authorize the\nExecutive Director of Los Angeles County Development Authority to act on\nbehalf of the County to manage the predevelopment phase of the proposed\nProject, negotiate and execute a Disposition and Development Agreement\n(DDA) between the County and LINC Housing Corporation (LINC), a California\nnon-profit public benefit corporation, collect the value of the Property from LINC\nin connection with the terms of the DDA, pay affected taxing entities for the\nvalue of the Property, execute any and all related or ancillary documents or\namendments to the DDA, and proceed with the sale of the Property upon\nsatisfaction of the conditions set forth in the DDA; find that the recommended\nactions are within the scope of the proposed Project’s impacts analyzed in the\nInitial Study/Mitigated Negative Declaration previously adopted by the Board;\nfind that the Property was purchased with redevelopment funds for the\ndevelopment of affordable housing, designated by the Long Range Property\nManagement Plan (approved by the California Department of Finance during\nthe implementation of the State's dissolution of redevelopment agencies) for sale\nto the public at fair market value, is vacant and underutilized land not needed for\nCounty use, and that, pursuant to Government Code Section 26227, the\nproposed use of the Property for supportive housing will serve public purposes\nand be in the County's best interest; and authorize the Chief Executive Officer\nto execute a quitclaim deed, upon satisfaction of the conditions set forth in the\nDDA, and execute any and all related or ancillary documents or amendments to\nthe quitclaim deed, which are necessary to effectuate the action.
