31. 2023 Tech Empowerment Day and Computer Devices for Constituents in\nNeed\nRecommendation: Authorize the Director of Internal Services to negotiate and\nexecute agreements, including sole source agreements, and amend and\nterminate such agreements, with a venue to host the 2023 Tech Empowerment\nDay during the first week of October 2023; in consultation with the Chief\nExecutive Officer and County Counsel, take any actions necessary and\nappropriate to facilitate and identify funding for the 2023 Tech Empowerment\nDay, in an amount not to exceed $400,000; and authorize the Director to take\nthe following actions: (Internal Services Department) APPROVE\nAs an agent of the County, solicit and receive sponsorships, donations,\nor in-kind gifts in any amount, subject to County budgetary guidelines\nand practices, on behalf of the Delete the Divide Initiative to support the\n2023 Tech Empowerment Day in order to benefit schools, students, and\neducators who participate in the event;\nThrough the Delete The Divide Initiative, procure and distribute computer\ndevices to constituents in the County, subject to a needs assessment;\nand\nFind that these actions are deemed necessary to meet the social needs\nof the population of the County and serve a public purpose.
