B. Public Hearing and Adoption of Solid Waste Rate Resolution\nRecommended Action\nStaff recommends that the City Council:\n1. Hold a public hearing.\n2. Receive public comment pursuant to Proposition 218 requirements.\n3. Consider all protests against the proposed solid waste rate increases that have been\nsubmitted in accordance with Proposition 218.\n4. Adopt findings of Statutory Exemption pursuant to Public Resources Code 20180(b)(8)\nand Categorical Exemption pursuant to Section 15273 of the California Environmental\nQuality Act (CEQA) Guidelines.\n5.
