CC 12. Professional Services Agreement – Frydman Counsel\nRecommendation(s):\n1. It is recommended that the City Council approve the Professional Services Agreement\nwith Frydman Counsel in an amount not to exceed $125,000.00, and authorize the City\nManager, or his designee, to sign all documents; and\n2. Approve an appropriation of $125,000.00 from General Fund Balance to\n10110000.5710\n3. Authorize the City Manager, or his designee, to execute any additional amendments to\nthe Agreement deemed necessary to complete the project in a form approved by the\nCity Attorney; and\n4. Find that this item is not a project pursuant to the California Environmental Quality Act\n(CEQA).\nThe methods in this plan are designed to establish a reliable framework for quality and\nefficiency in City operations. Through strategic planning, each proposal will benefit from\nincreased clarity, efficiency, accountability, and fostering a culture of excellence and\nreliability. This investment will deliver long term, sustainable improvements in service\ndelivery for the City and its residents.
