16. Hearing on Project No. 2019-003974-(5) for the Southeast Antelope\nValley Community Standards District\nHearing on Project No. 2019-003974-(5), Advance Planning Case No.\nRPPL2019002636-(5), to amend County Code, Title 22 - Planning and\nZoning, to amend the Southeast Antelope Valley Community Standards\nDistrict, which defines and establishes development standards, including\nregulations on accessory uses and structures, such as fences and walls,\ncargo shipping containers, personal vehicles, rural artifacts, signs,\nowner/operator tractor-trailer/semi-truck parking in agricultural zones,\ncommercial design and landscaping requirements, and a conditional use\npermit for new food service drive-through facilities on a property adjacent to\nPearblossom Highway; and find that the Project is exempt from the\nCalifornia Environmental Quality Act.
