28. Department of Health Services Lease Amendment\nRecommendation: Authorize the Chief Executive Officer to execute a proposed\nlease with Omninet Pioneer, LP, a Delaware limited partnership, for the\nDepartment of Health Services’ continued use of approximately 41,720 sq ft of\noffice space and 190 on-site parking spaces located at 10100 Pioneer\nBoulevard in the City of Santa Fe Springs (4), with an estimated maximum\nfirst-year base rental amount of $1,126,440 and a three-month rent abatement\nof $281,610, for a first-year abatement paid to the Landlord of $844,830, and\nan aggregate estimated total lease amount of $11,163,000 over the nine-year\nterm, 90% funded by the State and 10% Federal funds; authorize the Chief\nExecutive Officer to execute any other ancillary documentation and take actions\nnecessary and appropriate to effectuate and implement the proposed lease,\nincluding, without limitation, exercising any early termination rights and Right of\nFirst Offer to lease additional premises; and find that the proposed lease is\nexempt from the California Environmental Quality Act.
