50. Public Health Emergency Response Grant Awards\nRecommendation: Authorize the Director of Public Health to accept and\nimplement a Grant Award in the amount of $2,056,163 from the Centers for\nDisease Control and Prevention (CDC), to support Public Health’s participation\nin the Public Health Emergency Response: Cooperative Agreement for\nEmergency Response program for Monkeypox (Mpox) Crisis Response\nactivities, for the period of February 1, 2023 through\nJanuary 31, 2025; accept future awards and/or amendments that are consistent\nwith the requirements of the Grant Award, that extend the funding periods at\namounts determined by the CDC, reflect revisions to the Award’s terms and\nconditions to include, but not be limited to, the rollover of unspent funds,\nredirection of funds, and/or an increase or decrease in funding; and authorize\nthe Director to take the following related actions: (Department of Public\nHealth) APPROVE\nAmend a sole source contract with Heluna for the COVID-19 and Mpox\nVaccination Sites Project, to increase funding in the amount of $48,400,\n100% offset by the CDC grant funds, for the period of amendment\nexecution through June 30, 2023, for the provision of additional Mpox\nactivities;\nExtend a sole source contract with Heluna for the COVID-19 and Mpox\nVaccination Sites Project, for the continued provision of Mpox activities,\nin the amount of $1,000,000, 100% offset by the CDC grant funds, for\nthe period of July 1, 2023 through June 30, 2024;\nExecute amendments to the sole source contract, that will allow a no-cost\nadjustment through December 31, 2024, and/or provide an increase or\ndecrease in funding up to 10% above or below the one-year term's\nmaximum obligation, effective upon amendment execution, and/or make\ncorresponding service adjustments, as necessary;\nExecute change notices to the contract to authorize modifications to or\nwithin budget categories within each budget, and corresponding service\nadjustments, as necessary, changes to hours of operation and/or service\nlocations, and/or corrections of errors in the contract’s terms and\nconditions;\nAmend the contract with Heluna for Ending the HIV Epidemic Services in\nthe County, to support the addition of providing Mpox related services, to\nincrease the annual obligation by $325,000, increasing the total contract\nmaximum obligation from $5,950,000 to $6,275,000,100% funded by the\nCDC grant funds, effective upon execution for the period March 1, 2023\nthrough February 29, 2024, and\nImmediately suspend or terminate any contract, upon issuing a written\nnotice to contractors who fail to fully comply with program requirements,\nto terminate contracts for convenience by providing a 30-calendar-day\nadvance written notice to contractors, and to accept voluntary contract\ntermination notices from contractors.
