61. Public Highway, Road and Park and Ride Parking Lot Grant Easements\nRecommendation: Acting as the Governing Body of the County Flood Control\nDistrict (District), and acting as a responsible agency for the I-105 Express\nLanes Project, consider the Final Environmental Impact Report/Environmental\nAssessment (FEIR/EA) with Finding of No Significant Impact prepared and\ncertified by the State of California Department of Transportation as the lead\nagency for the Project; certify that the Board has independently reviewed and\nconsidered the information contained in the FEIR/EA with Finding of No\nSignificant Impact and reached its own conclusions regarding the\nenvironmental effects of the County's approvals related to the Project; adopt the\nEnvironmental Commitment Record, acting as a mitigation monitoring program\nas applicable, finding that it is adequately designed to ensure compliance with\nthe mitigation measures during the Project implementation; determine that the\nsignificant adverse effects of the Project have either been reduced to an\nacceptable level or are outweighed by the specific considerations of the Project\nas outlined in the Environmental Findings of Fact, which findings are adopted\nand incorporated herein by reference as applicable; and take the following\nadditional actions: (Department of Public Works) ADOPT\nFind that the grant of easements for public highway, road, and park and\nride parking lot purposes in Parcels 40 and 147, and rental agreement\nfor temporary ingress and egress rights and construction staging area\npurposes in Parcels 31, 40, 78, 154, 155, 156, and 157 related to\nLaguna Dominguez Flood Control System-Dominguez Channel, in the\nCity of Hawthorne (2), and the subsequent use of the District's property\nwill not interfere with the use of the affected parcels for any purposes of\nthe District;\nApprove the grant of easements to the State of California Department of\nTransportation for public highway, road, and park and ride parking lot\npurposes and rental agreement for temporary ingress and egress rights\nand construction staging area purposes between the District and the Los\nAngeles County Metropolitan Transportation Authority (LA Metro); and\nAuthorize the Chief Engineer to execute the Easement Deed Highway\ndocuments, authorize delivery to the State of California Department of\nTransportation, and execute the rental agreement and authorize delivery\nto LA Metro.
