45. Departments of Health Services and Public Health Contract Extensions\nRecommendation: Authorize the Directors of Health Services and Public Health\n(Directors), to negotiate and execute amendments to certain contracts, following\nthe termination of the Proclamation of a Local and Public Health Emergency,\nexpiring by September 30, 2023, to extend the terms on a month-to-month basis\nin any increments, as determined by the Directors to be in the best interest of\nthe County, through September 30, 2024; reaffirm previously delegations of\nauthority, including adding Board-required requirements, and increase the\ncontract rates and/or maximum County obligation, if any, as necessary to\nensure there is no service interruption and, where applicable, allow the Director\nof Health Services to implement the directives included in Board Order No. 5 of\nApril 4, 2023, a revised motion by Supervisors Hahn and Supervisor Solis\nentitled, “Equitable Access to Healthcare for Contracted Employee”, with the\ncorresponding contract budget adjustment; roll over unspent, budgeted funds to\nsubsequent contract year; provide for an internal reallocation of funds among\nvarious contract budgets and make appropriate changes to the scopes of work,\nprovided that sufficient appropriation is available within each respective County\nDepartment’s existing budget, and authorize the Directors to take the following\nrelated actions: (Departments of Health Services and Public Health)\nAPPROVE\nPrepare and execute amendments to the expiring contracts to modify\nstatement(s) of work, including changes to service delivery sites and\nscopes of services and to reflect Federal, State, and County regulatory\nand/or policy changes, provided that sufficient appropriation is available\nwithin the respective Departments’ existing budget;\nExecute change notices or other appropriate modifications to the expiring\ncontracts, make revisions to the scopes of work, as necessary, including\nchanges to hours of operation and service locations, without impacting\ncontract rates or maximum County obligation, if any, authorize program\nrevisions within its budget and corresponding service adjustments, as\nnecessary, and/or correct errors in the terms and conditions; and\nTerminate the expiring contracts in accordance with the applicable\ntermination provisions, including for the convenience of County and\ncontractor's default, if necessary.
