42. Extend the Foster Care Placement Services Master Contracts\nRecommendation: Authorize the Director of Children and Family Services and\nthe Interim Chief Probation Officer to execute amendments to Foster Care\nPlacement Services (FCPS), and Foster Family Agency-Emergency Shelter\nCare (FFA-ESC) services contracts, to extend the contract term effective\nJanuary 1, 2024 through June 30, 2025, with up to two one-year extension\noptions through June 30, 2027, and six months beyond the expiration date, if\nsuch time is necessary for the completion of a solicitation or negotiation of new\ncontracts; and take the related actions: (Department of Children and Family\nServices and Probation Department) APPROVE\nAuthorize the Director of Children and Family Services to exercise\ncontract extension options for the FCPS contracts by written notice, after\napplicable Federal, State and County contracting regulations are\nobserved, and sufficient funding is available, with contracts extension\noptions of July 1, 2025 through June 30, 2026, July 1, 2026 through\nJune 30, 2027, and for a period not to exceed six additional months, from\nJuly 1, 2027 through December 31, 2027, if such additional time is\nnecessary to complete the solicitation or negotiation of new contracts;\nAuthorize the Director of Children and Family Services and the Interim\nChief Probation Officer to execute FCPS contracts on a flow basis to\nmeet the County’s need for provision of foster care services with\nqualified non-profit organizations resulting from subsequent Request for\nStatement of Qualifications solicitation re-opening periods or a negotiated\ncontract solicitation process, throughout the term of the FCPS contracts,\nprovided that sufficient funding is available;\nAuthorize the Director of Children and Family Services to execute\nadditional FFA-ESC services contracts on a flow basis to meet the\nCounty’s need for provision of foster care services with qualified FFA\nagencies; and execute amendments to the FFA-ESC contracts to\nincrease the maximum contract amount, if the California Department of\nSocial Services (CDSS) approves additional FFA-ESC beds beyond six\nbeds per contractor throughout the term of the contracts, after applicable\nFederal, State and County contracting regulations are observed,\nprovided that sufficient funding is available;\nAuthorize the Director of Children and Family Services and the Interim\nChief Probation Officer to terminate the FCPS contracts for contractor’s\ndefault or convenience, in instances including, but not limited to, when a\ncontractor no longer has a CDSS Community Care Licensing Division\nfacility license, or an Aid to Families with Dependent Children-Foster\nCare Rate termination is issued by CDSS Foster Care Rates and\nOutcomes Bureau, or a contractor initiates termination for convenience;\namend FCPS contracts to meet program needs or to incorporate\nadditions or changes, as mandated by Federal, State, County, or\nMunicipal laws, regulations, or court orders; and amend the FCPS\ncontracts in instances of acquisitions, mergers, or other changes in\nownership.
