47. Willowbrook 2 Project Affordable Housing and Sustainable Communities\nConstruction Contract\nRecommendation: Approve the Willowbrook 2 Project Affordable Housing and\nSustainable Communities Project (Project) and adopt the plans and\nspecifications at an estimated construction contract amount between\n$3,100,000 and $4,600,000; advertise for bids to be received before 11:00 a.m.\non May 30, 2023; find pursuant to State Public Contract Code, Section 3400\n(c) (2), that it is necessary to specify the designated items by specific brand\nname in order to match other products in use on a particular public\nimprovement either completed or in the course of completion; find that the\nrecommended actions are within the scope of the County of Los Angeles 2012\nBicycle Master Program Environmental Impact Report previously certified by\nthe Board, or are exempt from the California Environmental Quality Act; and\nauthorize the Director of Public Works to take the following actions:\n(Department of Public Works) ADOPT\nDetermine whether the bid of the apparent responsible contractor with\nthe lowest apparent responsive bid is, in fact, responsive and, if not\nresponsive, determine which apparent responsible contractor submitted\nthe lowest responsive bid;\nAward and execute a construction contract for the Project with the\nresponsible contractor with the lowest responsive bid within or less than\nthe estimated cost range, or that exceeds the estimated cost range by no\nmore than 15%, if additional and appropriate funds have been identified;\nand\nExtend the date and time for the receipt of bids, allow substitution of\nsubcontractors and relief of bidders, approve and execute change orders\nwithin the same monetary limits delegated to the Director; accept the\nProject upon its final completion, and release retention money withheld.\n(23-1643)\nAttachments: Board Letter\nPublic Comment/Correspondence
