1-D. Community Care Expansion Preservation Program\nRecommendation: Authorize the Executive Director of the Los Angeles County\nDevelopment Authority to act as agent of the County with regard to the\nadministration of the Community Care Expansion Preservation Program - CP\ncomponent (CP Program) funds, to: execute and amend, as necessary, owner\nparticipation agreements for facilities that are leased, grant agreements, deed\nrestrictions and any other agreements needed to facilitate the CP Program;\nexecute Memorandum of Understanding with cities within the County for the\nprovision of services to expedite reviews for entitlement and permit applications\nas related to the rehabilitation of Adult Residential Facilities (ARFs) and\nResidential Care Facilities for the Elderly (RCFEs); execute and use\nconstruction contracts, including Job Order Contracts and, as necessary, due\nto the urgency of preventing the closure of ARFs and RCFEs and narrow\ntimeframe of the CP Program grant cycle, to execute non-competitive contracts\nto expeditiously operate the CP Program to conduct rehabilitation and\nrefurbishment activities; execute and use other contracts or agreements up to\n$300,000 to provide all necessary services including, but not limited to,\narchitectural/engineering services, relocation services, and environmental\nconsultant services, which shall not exceed the amount of the funds received by\nthe Los Angeles County Development Authority from the Department of Mental\nHealth; and find that the recommended actions are exempt from the California\nEnvironmental Quality Act.
