4. Celebrating Juneteenth at CicLAvia-South LA\nRecommendation as submitted by Supervisor Mitchell: Find that, pursuant to\nGovernment Code Section 26227, the use of funds in the amount of $200,000\nfor the June 2023 CicLAvia-South LA event is deemed by the Board to be\nnecessary to meet the social needs of the population of the County and serves\na public purpose; instruct all relevant County Departments to support the\nJuneteenth Resource Fair and Community Celebration in conjunction with the\nOpen Streets event; and authorize the Director of Public Works to execute a\nSocial Program Agreement (SPA) with CicLAvia Inc, a 501(c)(3) organization,\nin the amount of $200,000 for a term from April 15, 2023 through\nDecember 31, 2023, for the costs associated with the June 2023\nCicLAvia-South LA event, with the SPA to be reviewed and approved by the\nExecutive Officer of the Board, County Counsel, and the Auditor-Controller, and\nthe entire cost of the SPA to be funded by eligible Second District\nTransportation Funds.
