13.1 A Public Hearing to Consider and Approve an Ordinance Amending Title 2\n(Administration and Personnel) of the El Monte Municipal Code by the Addition of a\nNew Chapter 2.28 (Lobbyist) to Establish Local Lobbyist Registration, Reporting,\nDisclosure Requirements and Prohibitions on the Employment of a Lobbyist.\nRECOMMENDATION OF BUSINESS ITEM UNDER CONSIDERATION:\nIt is recommended that the City Council:\n1. Open the public hearing;\n2. Receive the presentation of City Attorney’s Office;\n3. Pose questions;\n4. Receive public comment;\n5. Pose closing questions and provide final comments;\n6. Close the public hearing;\n7. If it is the desire of the City Council, approve the attached Ordinance for first reading; and\n8.
