38. Hacienda Heights Community - Leticia Drive, Et al. Phase I Project\nRecommendation: Approve the proposed Hacienda Heights Community - Leticia\nDrive Et al. Phase I Project (Project) (1), and authorize the Director of Public\nWorks to adopt the plans and specifications and advertise for bids at an\nestimated construction contract amount between $1,900,000 and $2,900,000\nfor the Project; find that the proposed Project is exempt from the California\nEnvironmental Quality Act; and authorize the Director to take the following\nactions: (Department of Public Works) ADOPT\nInstruct the Executive Officer of the Board to advertise for bids when\nready to advertise the Project;\nDetermine whether the bid of the apparent responsible contractor with\nthe lowest apparent responsive bid is, in fact, responsive and, if not\nresponsive, determine which apparent responsible contractor submitted\nthe lowest responsive bid;\nAward and execute a construction contract for the Project with the\nresponsible contractor with the lowest responsive bid within or less than\nthe estimated cost range or that exceeds the estimated cost range by no\nmore than 15%, if additional and appropriate funds have been identified;\nand\nExtend the date and time for the receipt of bids; allow substitution of\nsubcontractors and relief of bidders; execute change orders within the\nsame monetary limits delegated to the Director; accept the Project upon\nits final completion; and release retention money withheld.
