5. Adopting a Global Plan for the Probation Department’s Halls and Camps\nRevised recommendation as submitted by Supervisors Horvath and Hahn:\nInstruct the Interim Chief Probation Officer to issue an internal special\nrecruitment notice for Secure Youth Treatment Facility (SYTF) staff within 24\nhours of the Board’s approval of this directive , and establish a formal SYTF unit\nor bureau within 30 days of approval of this directive; instruct the Interim Chief\nProbation Officer, in partnership with the Director of Youth Development, and in\nconsultation with an ad hoc committee of the Juvenile Justice Realignment\nBlock Grant Subcommittee (JJRBG), to report back to the Board in writing in 30\ndays, with finalized programming recommendations to be funded with Senate\nBills 823 and 92 funds, specifically for the SYTF unit at Barry J. Nidorf Juvenile\nHall, these recommendations should be informed by needs identified in the\nIndividual Rehabilitation Plans being ordered by the Court, as well as feedback\nyoung people have given regarding their areas of interest, including art therapy,\nage and interest-appropriate reading materials and books, vocational and life\nskills training (in person or online), computer training (in person or online),\ntutoring and teaching that supports (but does not replace) legally mandated\neducation, higher education, and outdoor activities (e.g., sports, meditation,\nyoga); and take the following actions: (Continued from the meeting of 3-7-23)\nInstruct the Interim Chief Probation Officer, in consultation with the Chief\nExecutive Officer and County Counsel, to report back to the Board in 30\ndays with legally viable, but innovative, interim contracting solutions to\nimplement the programming recommendations developed in response to\nthe above directive, with consideration to be given to existing contracts\nthrough relevant County Departments that can be leveraged to implement\nthe above directive with urgency;\nAuthorize the Director of Youth Development, with 30 days advance\nnotice to the Board, to execute additional sole source credible\nmessenger contracts, as needed, to ensure credible messengers are\nintegrated into all SYTF, and amend existing Credible Messenger\nProgramming and Training contract funding amounts to ensure sufficient\nCredible Messenger staffing levels, using Department of Youth\nDevelopment’s existing funding and with notice provided to the Board\nprior to executing these amendments;\nInstruct the Interim Chief Probation Officer, in partnership with the\nDirector of Internal Services and, in consultation with the Chief Executive\nOfficer and County Counsel, using the recommendations adopted by the\nJJRBG as a guide, to report back to the Board in writing in 15 days , with\na potential short-term facilities plan that can be implemented within 30\ndays of receiving approval from the Board, subject to all analysis\nrequired under the California Environmental Quality Act (CEQA), the\nshort-term plan must be temporary and feasible to implement without the\nneed for extensive renovations, security enhancements, or hiring and\nmust be designed with the primary objective of decompressing the\npopulation at Barry J. Nidorf, with consideration to be given to the\nfollowing:\nTemporarily reopening Los Padrinos Juvenile Hall, with existing\nstaff, to house as many pre-disposition youth as possible;\nRelocation of all girls, women, or gender-expansive youth from\nCentral Juvenile Hall to, primarily, Dorothy Kirby Center, and\nsecondarily to other facilities, where an existing therapeutic model\ncan be used to facilitate the Board’s girls decarceration initiative;\nExpediting security enhancements at Campus Kilpatrick and,\npending completion of those security enhancements, initiating the\nMulti-Disciplinary Team assessments that will allow the Department\nto increase the SYTF population at Campus Kilpatrick to no less\nthan 20 young people, until staffing and housing accommodations\nare in place to support the full temporary capacity of 42; and\nConsolidation of the three east County Probation Camps, Rockey,\nPaige and Afflerbaugh, into two camps;\nInstruct the Interim Chief Probation Officer, in partnership with the\nDirectors of Internal Services and Public Works, and in consultation with\nthe Chief Executive Officer and County Counsel, using the\nrecommendations adopted by the JJRBG, to report back to the Board in\nwriting in 30 days with potential interim facilities plan that can be\nimplemented in one year, of receiving approval from the Board, subject\nto all analysis required under CEQA, and include the following:\nA plan to physically partition the eastern portion of Barry J. Nidorf\nand create a new 72 beds SYTF campus that will operate on a\ntraditional work schedule;\nA plan to expand the number of youth eligible for Pinegrove Fire\nCamp; and\nAn update on the progress made in establishing Step Down\nprograms in line with Board Order No. 20 of December 20, 2022,\n“Creating Less Restrictive Programs for Eligible Secure Youth\nTreatment Facility and Division of Juvenile Justice Youth Essential\nfor Successful Transformation and Community Reentry;”\nInstruct the Interim Chief Probation Officer, in partnership with the\nDirectors of Internal Services and Public Works, in consultation with the\nChief Executive Officer and County Counsel, following the\nrecommendations adopted by the JJRBG, to report back to the Board in\nwriting in 45 days with potential long-term facilities plan that could be\nimplemented in phases over two to five years of receiving approval from\nthe Board, subject to all analysis required by CEQA, and include the\nfollowing:\nA timeline for each component of the proposed plan;\nA proposed plan to upgrade Dorothy Kirby Center with the\nrequired facility and security enhancements for use as an SYTF\nfor girls and gender expansive youth;\nA plan to renovate Camp Scott to end the temporary use of\nDorothy Kirby Center, return young women and girls from Dorothy\nKirby Center to Camp Scott, and operate Camp Scott as the one\nCounty detention facility for all girls, young women, and gender\nexpensive youth; and\nInclude a schedule for proposed renovations to Camp Miller to\nsupport staff housing, green space for outdoor recreation,\nclassrooms, a teen technology center, offices for\ncommunity-based organizations, and other ancillary needs for\nCampus Kilpatrick; and\nInstruct the Interim Chief Probation Officer to report back to the\nBoard at a regularly scheduled meeting on a quarterly basis with\nan update on the status of all the above directives.
