12. Developing a Community Reinvestment Spending Plan for Future County\nCannabis Business Tax Revenue\nRecommendation as submitted by Supervisors Solis and Mitchell: Instruct the\nDirector of Consumer and Business Affairs and its Office of Cannabis\nManagement, in consultation and collaboration with the Chief Executive Officer,\nExecutive Director of Anti-Racism, Diversity, and Inclusion Initiative, Directors\nof Public Health, Regional Planning, Economic Opportunity and Youth\nDevelopment, the Auditor-Controller, County Counsel, Treasurer and Tax\nCollector, Interim Director of Justice, Care and Opportunities, and other\nrelevant County Departments, to develop recommendations for a developing a\ncommunity reinvestment plan for cannabis tax revenue for the County’s\nunincorporated areas, and report back to the Board in writing in 120 days, with\nthe report to include, but not be limited to:\nA comparison of other local jurisdiction spending priorities and allocation\nof cannabis business tax revenues;\nA review of existing County community reinvestment streams, such as\nthe Care First Community Investment Spending Plan, to identify potential\nopportunities to leverage and build upon for the development of a\ncommunity reinvestment spending plan for cannabis business tax\nrevenue;\nA recommendation on how the revenue could fund reinvestment activities\nand programming in unincorporated communities (ex: afterschool\nprograms, child-care, roadway improvements, etc.), including program\nand social services that sustain the Cannabis Equity Program and\nsupport cannabis equity applicants;\nA proposed community outreach and engagement plan that would further\nmaximize a community-driven investment process to help determine\nspending priorities; and\nA proposed structure for a County Equity Fund, including the process\nand extent to which Measure C and other cannabis-related revenues paid\nto the County are deposited into the proposed County Equity Fund,\nprocedures for allocating funds, and timelines and milestones.
