43. On-Call Trash Removal Services Contracts\nRecommendation: Award three service contracts for on-call trash removal\nservices from County Flood Control District (District) channels in the East,\nWest, and South maintenance areas to Urban Graffiti Enterprises, Inc., a Local\nSmall Business Enterprise and Community Business Enterprise, for a term of\none year with four one-year and six month-to-month extension options, for a\nmaximum potential contract term of 66 months and a maximum potential\ncontract amount of $3,433,383 for East area; $3,539,258 for West area; and\n$6,791,163 for South area, which includes disposal fee reimbursements; find\nthat the contract is exempt from the California Environmental Quality Act; and\nauthorize the Chief Engineer of the District to take the following actions:\n(Department of Public Works) APPROVE\nExecute and administer the contracts, exercise any or all of the options\nto extend any or all of the contracts if the Chief Engineer determines that\nthere is continued demand for the services and that contractor,\nsuccessfully performed during the previous contract period(s), approve\nand execute amendments to the contracts, incorporate necessary\nchanges within the scope of work, and suspend work if the Chief\nEngineer determines that doing so would be in the best interest of the\nDistrict;\nIncrease the annual contract amounts by up to an additional 10% for\nunforeseen additional work within the scope of the contract, if required,\nand to adjust the annual contract amount for each option year over the\nterm of the contracts to allow for an annual cost-of-living adjustment, in\naccordance with County policy and the terms of the contract.
