8. Strengthening the County’s Commitment to Promoting Belonging,\nInclusion, and Acceptance in the Work Environment\nRecommendation as submitted by Supervisor Mitchell: Instruct the Executive\nDirector of the Anti-Racism Diversity and Inclusion Initiative, in collaboration\nwith the Director of Personnel, to develop and implement a new Anti-Racism\nDiversity and Inclusion (ARDI) Equity Training Series within the Los Angeles\nCounty University, which includes, but is not limited to, the following:\nA sequence of trainings on fostering positive, healthy workplace cultures\nand climates in the County for the entire workforce; a dedicated track for\nDepartment Heads, Chief Deputies, other County executives, and an\nidentified Equity Champion in each Department that will include, but may\nnot be limited to, identifying and understanding structural racism,\naddressing anti-Black racism, addressing and mitigating implicit biases,\nconducting historical, cultural, and structural analyses of racism, and\napplying concepts of diversity, inclusion and belonging in the workplace;\na module dedicated to enhancing language access, communication, and\nplain language, including effective feedback loops on challenging\nconversations; and a module dedicated to building an organizational\nculture of equity, including a tool kit of recommended equity initiatives\nthat Departments can implement to complement the Training Series,\ninitiatives can include speaker series, team building activities, cultural\nawareness events, and leveraging of County educational assets, like the\nLos Angeles County Museum of Art, to further learning;\nDirect the Chief Executive Officer and Director of Personnel, in consultation\nwith the Executive Director of the Anti-Racism Diversity and Inclusion Initiative,\nto report back to the Board in writing, yearly, as part of the Department Head\nperformance review process, on the following: executive participation in ARDI\nEquity Training Series courses; a list of specific behavioral-based metrics to\nevaluate the impact of the trainings within the Departments; Department\ninitiatives to positively impact employees and foster belonging, inclusion,\nacceptance, and collaboration within the workplace; and Department Head’s\nprogress in achieving outlined equity metric goals based on their identified\nbenchmarks; and\nAuthorize the Chief Executive Officer to execute agreements with one or more\nconsultants to assist with the development of the training series, including\nrecommended equity initiatives for County leaders and metrics by which to\nmeasure success; and report back to the Board in writing in 120 days with a\nplan to implement the training series, recommended equity initiatives, and\nmetrics, along with the staffing and funding resources needed to expand the\ncapacity of ARDI and Departments to implement.
