39. Grant Application for the Shady Lane Trail Project\nRecommendation: Approve and adopt a resolution to complete the submission\nprocess for a competitive grant application to the State of California Department\nof Parks and Recreation, in the amount of $369,000 for the Shady Lane Trail\nProject under the Recreational Trails Program; authorize the Director of Parks\nand Recreation, to accept grant funds, conduct all negotiations, and execute\nand submit all documents including, but not limited to, applications, agreements,\ndeed restrictions, amendments, and payment requests, which may be\nnecessary for the completion of the Shady Lane Trail Project; and find that the\nproposed actions are not a project under the California Environmental Quality\nAct.
