21. Assisting Small Water Systems in Los Angeles County\nRecommendation as submitted by Supervisor Barger: Instruct the Director of\nPublic Works, in collaboration with the Director of Public Health, the Acting\nChief Sustainability Officer, the Chief Executive Officer, through the Legislative\nAffairs and Intergovernmental Relations Division, and other key stakeholders, to\ncomplete the following tasks and report back to the Board in writing in 60 days:\nIndex and catalogue the small water systems within the unincorporated\nareas;\nCollaborate with the State Water Resources Control Board - Safe and\nAffordable Funding for Equity and Resilience (SAFER) Group to identify\nwater systems within the unincorporated areas that may be at risk and\nthe critical issues of risk;\nExplore options to assist and encourage small water systems to increase\nthe resiliency of their systems, including developing water supply plans,\nasset management programs, and other actions, including seeking\nassistance from the SAFER program, through the Antelope Valley\nIntegrated Regional Water Management Program (IRWM) and the\nGreater Los Angeles IRWM and other State and Federal funding\nprograms;\nExplore opportunities through the County Water Plan to strategically\npartner with other agencies and organizations to establish a Countywide\nSmall Water Systems Support and Assistance Program;\nIdentify potential State and Federal funding to support these efforts; and\nReport back to the Board in writing in 90 days on the role any County\nDepartment plays in ensuring safe, clean water for all residents and\ninclude an update on progress made;\nInstruct the Director of Public Health, in coordination with the Director of Public\nWorks and the Acting Chief Sustainability Officer, to report back to the Board\nin writing in 120 days on the following:\nThe lessons learned and areas of opportunity with regards to the\nDepartment’s role as defined by the Local Primacy Delegation\nAgreement;\nOpportunities for sustained remediation of issues experienced by small\nwater systems identified through the enforcement of the Safe Drinking\nWater Act; and\nRecommendations to provide increased technical and programmatic\nsupport to increase the resiliency and sustainability of the small water\nsystems subject to the County’s oversight under the Safe Drinking Water\nAct.
