4. CONSIDERATION AND APPROVAL OF SUBSTANTIAL AMENDMENT NUMBER\nTWO TO THE FY 2022-2023 ANNUAL ACTION PLAN (AAP) FOR COMMUNITY\nDEVELOPMENT BLOCK GRANT (CDBG) FUNDS AND HOME INVESTMENT\nPARTNERSHIPS (HOME) FUNDS\nRECOMMENDED THAT CITY COUNCIL:\n1. Approve Substantial Amendment Number Two to the Annual Action Plan for FY\n2022-2023, inclusive of any comments received by the City Clerk during the 30-\nday public comment period.\n2. Authorize City Manager to make the appropriate amendments as described in\nSubstantial Amendment Number 2.\n3. Authorize City Manager to execute all required documents for transmittal to the\nU.S. Department of Housing and Urban Development Department (HUD); and\n4. Amend the Fiscal Year 2022-2023 Budget in accordance with the approved\nSubstantial Amendment.\nPUBLIC WORKS
