1-D. Declaration of Local Emergency for Homelessness - Implementation\nActions\nRecommendation as submitted by Supervisors Horvath and Barger: Instruct the\nDirector of Public Works, in collaboration with the Chief Executive Officer, the\nInterim County Counsel, Director of Regional Planning, the Executive Director\nof the Los Angeles County Development Authority, and other relevant\nDepartments, to report back to the Board in writing in 30 days identifying\nspecific County Code provisions or rules that should be amended to support the\nrapid development of interim and permanent housing for the three strategic\nmissions - Encampment Resolution, Housing, and Mental Health and Substance\nUse Disorder Services (collectively, the PEH Missions), and identify potential\nimpacts of doing so, including, but not limited to, identification of any required\nenvironmental review; and take the following actions: (Relates to Agenda No.\n16)\nInstruct the Interim Director of Mental Health and the Chief Executive\nOfficer, to report back to the Board in writing in 30 days with\nrecommended legislative changes that would create flexibility to use\nMental Health Services Act (MHSA) funding in support of the PEH\nMissions in response to the proclamation of local emergency for\nhomelessness (Homeless Emergency), as well as remove silos and other\nrestrictions that create barriers and prevent counties from effectively\nspending MHSA funding where it is needed, when it is needed, and in\nwhat form it is needed;\nInstruct the Director of Personnel, in collaboration with the Chief\nExecutive Officer, the Interim County Counsel, and other relevant\nDepartments, to identify amendments to the County Code, Civil Service\nRules, and other authorities governing County employment, that would\nsupport accelerated hiring and hiring incentives in support of the PEH\nMissions in response to the Homeless Emergency, and report back to the\nBoard in writing in 30 days with recommendations;\nInstruct the Interim County Counsel to convene all Departments that\ncontract with the Los Angeles Homeless Services Authority, including,\nbut not limited to, the Chief Executive Officer, the Interim Director of\nPublic Social Services, the Director of Aging and Disabilities, and the\nExecutive Director of the Los Angeles County Development Authority, to\ndevelop a streamlined uniform contract and present the uniform contract\nto the Board for consideration and approval within 60 days;\nInstruct the Director of Public Works, in collaboration with the Chief\nExecutive Officer, the Interim County Counsel, the Director of Regional\nPlanning, the Executive Director of the Los Angeles County Development\nAuthority, and other relevant Departments, to report back to the Board in\nwriting in 60 days recommending legislative proposals at the State and\nFederal level to further streamline the review, approval, and construction\nof interim and permanent housing for PEH; and\nInstruct the Director of Military and Veterans Affairs, in collaboration with\nthe Chief Executive Officer, to report back to the Board in writing in 60\ndays on the following:\nConvene all relevant County Departments that provide services to\nveterans, related to the Homeless Emergency and PEH, to identify\nservices provided, and provide recommendations to remove silos\nand improve integration and coordination to effectively serve\nveterans experiencing homelessness; and\nConvene all relevant State and Federal partners and stakeholders,\nincluding the United States Department of Veterans Affairs and the\nCalifornia Department of Veterans Affairs, to provide\nrecommendations to streamline the delivery of services, identify\nopportunities to develop veterans-specific housing, and increase\nintergovernmental collaboration to serve all sub-demographics of\nveterans experiencing homelessness .
