2. Establishing Ordinances to Enhance Gun Regulation in Los Angeles\nCounty\nRecommendation as submitted by Supervisors Hahn and Solis: Approve\nordinances for introduction amending County Code, Title 13 - Public Peace,\nMorals and Welfare, Division 8 - Weapons, to prohibit the sale of .50 caliber\nfirearms and ammunition, with certain exceptions, in the unincorporated\nCounty, and to prohibit the carrying or possession of firearms on County\nproperty, with certain exceptions; and take the following actions: (Relates to\nAgenda Nos. 61 and 62)\nInstruct the Director of Regional Planning to prepare the ordinance to\nimplement zoning regulations with a 1,000 ft buffer zone between firearm\ndealers and sensitive areas (i.e. “child safety zones”) and between\nfirearm dealers and other firearm dealers in the unincorporated County\nas set forth in the February 1, 2023 Report, and submit the final\nordinance to the Board for its consideration; and\nInstruct the Treasurer and Tax Collector to prepare the final amendments\nto County Code, Title 7 - Business Licenses, Chapter 7.46 - Gun\nDealers, to enhance the regulation of firearm and ammunition dealers in\nthe unincorporated County as set forth in the February 1, 2023 Report,\nand to submit the ordinance to the Board for its consideration, with these\nregulations to include the following:\nRequire ammunition dealers to obtain a Los Angeles County\nbusiness license;\nRestrict minors’ presence in gun and ammunition stores and\nrequires corresponding signage to be posted at entrance;\nRequire firearms dealers to maintain annual sales reports and\nmake them available to the Department of Treasurer and Tax\nCollector (TTC) and/or law enforcement upon request;\nRequire firearms dealers to maintain a fingerprint log and make it\navailable to TTC and/or law enforcement upon request;\nRequire firearms dealers to maintain and report inventory in\nreal-time and make it available to TTC and/or law enforcement\nupon request;\nRequire firearms dealers to install and maintain security cameras\nand make footage available to law enforcement immediately upon\nrequest;\nRequire firearms and ammunition dealers to provide purchasers a\nletter regarding gun owner responsibilities and gun laws; and\nUpdate all references to the California Penal Code in County Code\nSections 7.46.010 and 7.46.030.
