29. HIV Care Services Sole Source Contract Amendments\nRecommendation: Authorize the Director of Public Health to execute\namendments to 23 HIV care services sole source contracts with various\nproviders, to extend the terms as follows: four Residential Services (RS)\ncontracts, effective March 1, 2023 through February 29, 2024, three Benefit\nSpecialty Services (BSS) contracts, effective March 1, 2023 through February\n29, 2024, one Medical Subspecialty Services (MSS) contract and one\nSubstance Use Disorder Transitional Housing (SUDTH) contract effective\nMarch 1, 2023 through February 29, 2024, nine BSS contacts, effective April\n2023 through February 29, 2024, five Transitional Case Management (TCM)\njustice involved services contracts, effective April 1, 2023 through September\n30, 2023, for total maximum obligation of $11,995,991, 100% offset by Health\nResources and Services Administration Ryan White Program (RWP) Part A\nand Minority AIDS Initiative funds, Assistance Listing Number 93.914,\nCalifornia Department of Public Health (CDPH) RWP Part B funds, CDPH\nMonkeypox Response Award (MPX-005) funds, and Non-Drug Medi-Cal\nRealignment funds; and authorize the Director to take the following related\nactions: (Department of Public Health) APPROVE\nExecute amendments to the contracts to extend the term through\nFebruary 28, 2025, at the same amount as indicated above, for RS,\nBSS, MSS and SUTH services, and March 31, 2024 for TCM services;\nallow a six-month, no-cost adjustment for each of the above-referenced\nterms; and/or provide an increase or decrease in funding up to 10%\nabove or below each term’s annual base maximum obligation, effective\nupon amendment execution or at the beginning of the applicable contract\nterm, and make corresponding service adjustments, as necessary;\nExecute change notices to the contracts that authorize modifications to\nor within budget categories within each budget, and make corresponding\nservice adjustments, as necessary, changes to hours of operation and/or\nservice locations, and/or corrections of errors in the contract’s terms and\nconditions; and\nImmediately suspend any contract upon issuing a written notice to\ncontractors who fail to perform and/or fully comply with program\nrequirements, terminate contracts for convenience by providing a\n30-calendar day advance written notice to contractors, and accept\nvoluntary contract termination notices from contractors, if necessary.\n(23-0508)\nAttachments: Board Letter\nPublic Comment/Correspondence
