22. Fiscal Year 2023-24 Homeless Initiative Funding Recommendations\nRecommendation: Approve Fiscal Year (FY) 2023-24 Measure H funding in the\namount of $524,537,000 and conditionally approve State Homeless Housing,\nAssistance and Prevention Program (HHAP) Round 4 funding in the amount of\n$85,120,000, included in the funding recommendations for Measure H-eligible\nHomeless Initiative (HI) strategies, with the HHAP Round 4 funding to be\ncontingent upon authorization by the State Business, Consumer Services and\nHousing Agency; approve FY 2022-23 one-time Measure H carryover funding\nin the amount of $23,202,000 and all prior-year HHAP carryover funding, to be\nused to continue implementation of selected Measure H and HHAP-funded\nstrategies in FY 2023-24; approve the use of $76,998,000 in one-time Measure\nH fund balance to be allocated for one-time investments in the FY 2022-23 and\nFY 2023-24 HI spending plan for the Measure H funded strategies to support\nvarious projects including Local Solutions Fund, specialized outreach,\nencampment resolution, interim housing, permanent housing, and homeless\ndelivery system enhancements; and authorize the Chief Executive Officer to\ntake the following actions:\nSubmit any and all documents required or deemed necessary or\nappropriate to secure the HHAP Round 4 funds, to enter into, execute,\nand deliver a Standard Agreement for HHAP Round 4 funding in an\namount not to exceed $85,120,000, and accept the HHAP Round 4 funds\nfrom the State; and\nReallocate, if necessary, Measure H and/or HHAP funding that has been\napproved for a specific strategy under the HI’s legacy homelessness\nstrategies framework, to the new strategy(ies) under the County's New\nFramework to End Homelessness, the reallocation shall not exceed the\nBoard approved funding, and adjust the maximum funding amount by no\nmore than 10% for any Board approved strategy under the County's New\nFramework to End Homelessness.
