INTRODUCTION AND FIRST READING OF ORDINANCE NO. 23-1069, SERIES\nC CODE AMENDMENTS OF TITLE 9 (ZONING REGULATIONS), CHAPTER 1\n(ZONING CODE) AND AN AMENDMENT OF THE GENERAL PLAN LAND USE\nELEMENT TO CLARIFY MIXED-USE AND RESIDENTIAL DENSITIES\nThe City Council is requested to continue the public hearing regarding the\nproposed amendments to Series C Code Amendments of Title 9 (Zoning\nRegulations), Chapter 1 (Zoning Code).\nPresenter: Community Development Director\nRecommendation:\n1. Open the public hearing to receive public comments for the introduction of\nOrdinance No. 23-1069 and Resolution No. 23-5653;\n2. Continue the public hearing to the next City Council meeting on February 21,\n2023;\n3. Find that this project is exempt from environmental review under the California\nEnvironmental Quality Act (CEQA) pursuant to Section 15305 of the CEQA\nGuidelines pertaining to minor alterations to land use limitations and Section\n15061(b)(3) of the CEQA Guidelines because the project is not a project as\ndefined in Section 15378 and it can be seen with certainty to have no\npossibility of a significant effect on the environment.
