37. Terminate Current Operating Agreement for El Cariso County Golf\nCourse\nRecommendation: Authorize the Director of Parks and Recreation to execute an\namendment to the current operating agreement for the El Cariso County Golf\nCourse (3) with GolfLinks Management, LLC, in order to terminate the\nagreement no later than March 31, 2023, which is in the County’s best interest,\nand to settle the final amount of rent owed to the County, utilizing the transfer of\nownership of certain property and of responsibility for certain operating cost\nfrom GolfLinks Management, LLC to the County; authorize the Director to\nexecute any other documents ancillary to the amendment, and take other\nactions consistent with the implementation of these recommendations; approve\nan appropriation adjustment to increase Services and Supplies in Fiscal Year\n2022-23 by $1,020,000 in the Golf Operating Fund (CAB) for the start-up cost\nand the cost to operate and maintain El Cariso County Golf Course under a\ntemporary management agreement operator, fully offset by golf course\nrevenues; and find that the proposed actions are exempt from the California\nEnvironmental Quality Act.
