6. Honor Ranch Development Project\nRecommendation as submitted by Supervisor Barger: Authorize the Chief\nExecutive Officer to negotiate and execute, and if necessary amend, extend, or\nterminate an Exclusive Negotiating Agreement (ENA) with TC LA Industrial\nDevelopment, Inc., a subsidiary of Trammell Crow Company (Developer), for\nthe Honor Ranch Development Project (Project) to be located on a\nCounty-owned property consisting of approximately 206 contiguous acres of\nundeveloped land located in the Santa Clarita Valley, for an initial 12-month\nterm, which term may be extended at the discretion of the developer for a\nmaximum of up to three additional six-month ENA extension periods, provided\nthe developer meets certain stated milestones specified in the ENA, and where\nthe ENA may be further extended for a maximum of six months due to County\ndelays, but the total term of the ENA shall not exceed three years; authorize the\nChief Executive Officer to negotiate the development agreements and any other\nancillary documents, and execute any and all related or ancillary documents or\namendments to the ENA and documents as contemplated by the ENA and to\ntake such actions necessary to effectuate the ENA; and authorize the Director\nof Public Works, in consultation with the Chief Executive Officer, to manage the\npredevelopment phase of the proposed Project and to take such actions\nnecessary to effectuate the ENA, including collecting deposits and fees in\nconnection with the terms of the ENA, and administer the expenses and\naccounting associated with the ENA.
