B. DISCUSSION REGARDING TRANSLATION OF AGENDAS AND HEARING\nNOTICES FOR DESIGN REVIEW COMMISSION, PLANNING COMMISSION,\nAND THE HISTORIC PRESERVATION AND CULTURAL RESOURCES\nCOMMISSION\nAt the October 4, 2022 and the November 1, 2022 City Council meeting,\nbusiness owners and tenants of the shopping center known as Universal\nShopping Plaza (140 West Valley Boulevard) provided public comments\nregarding the pending exterior improvement project at the site. As a result of\nthis discussion, the Council expressed interest in providing translated agendas\nand notices for items presented to the Design Review Commission and\nPlanning Commission. Subsequent to the November 1, 2022 City Council\nmeeting, the Council directed staff to agendize a continued discussion\nregarding this matter.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that that City Council discuss the matter and provide\ndirection to staff regarding translation services for Design Review Commission,\nPlanning Commission and the Historic Preservation and Cultural Resources\nCommission; and reassess translation of City Council and HEAR Commission\nAgendas.
