9. Applying for the Ending Girls’ Incarceration Initiative in Support of Los\nAngeles County’s Efforts to Decarcerate Girls and Young Women\nRecommendation as submitted by Supervisor Solis: Instruct the Chief Probation\nOfficer and Executive Director of the Probation Oversight Commission, in\ncollaboration with the Public Defender, the District Attorney, the Interim Director\nof Youth Development, the Director of Children and Family Services, the\nSuperintendent of Schools of the Los Angeles County Office of Education, and\nmost importantly, youth with lived experience, as well as engagement with the\nCourts, to apply for the California Health and Human Services Agency’s Office\nof Youth and Community Restoration’s and Vera Institute’s Ending Girls’\nIncarceration Initiative by February 28, 2023; and take the following actions:\nInstruct the Chief Probation Officer, Executive Director of the Probation\nOversight Commission, and the Public Defender, to report back to the\nBoard in writing in 30 days with the current status, and steps taken that\naddresses the County’s efforts to decarcerate girls and young women,\nper Board Order No. 8 of November 30, 2021, “Decarceration of Girls\nand Young Women: Addressing the Incarcerated Youth Population in the\nLos Angeles County Camps and Halls”, and with updates every 60 days,\nin writing, until completion, including, at a minimum, the following:\nA status on completing the plan, with timelines and clear\nobjectives, to decrease and decarcerate girls and\ngender-expansive youth;\nA running census on the number of girls and gender expansive\nyouth in the Probation’s detention facilities for youth;\nIdentification of trends that are leading to the increase in girls and\ngender-expansive youth and proposed plan to address, with\nrecommendations; and\nUpdates on engagement with County and community stakeholders\nand partners.
