B. ESTABLISHMENT OF AN EXPEDITED, NON-DISCRETIONARY MULTI-FAMILY\nREVIEW PROCESS AND A LIBRARY OF PROTOTYPE ARCHITECTURAL\nDESIGNS FOR MULTI-FAMILY PROJECTS\nThe City Council is requested to continue the public hearing regarding expedited,\nnon-discretionary multi-family review process and a library of prototype\narchitectural designs for multi-family projects.\nPresenter: Community Development Director\nRecommendation:\n1. Open the public hearing to receive public comments for the introduction of\nOrdinance No. Ordinance No. 22-1068 and Resolution 22-5639; and\n2. Continue the public hearing to another City Council meeting uncertain; and\n3. Find that this project is exempt from environmental review under the California\nEnvironmental Quality Act (CEQA) pursuant to Section 15305 of the CEQA\nGuidelines pertaining to minor alterations to land use limitations and Section\n15061(b)(3) of the CEQA Guidelines because the project is not a project as\ndefined in Section 15378 and it can be seen with certainty to have no\npossibility of a significant effect on the environment.
