23. Resource Family Approval Training Services Contracts\nRecommendation: Authorize the Director of Children and Family Services to\nexecute amendments to extend the current resource family approval training\n(RFAT) contracts with The Community College Foundation (TCCF) for up to six\nmonths, effective February 1, 2023 through July 31, 2023, with the maximum\ncost not to exceed $508,167, and to be financed using 75% ($381,125) Federal\nfunds, 17.5% ($88,929) State funds, and 7.5% ($38,112) Net County Cost\n(NCC), with sufficient funding included in the Department’s Fiscal Year 2022-23\nFinal Adopted Budget; and authorize the Director to take the following related\nactions: (Department of Children and Family Services) APPROVE\nExecute a new contract with The Community College Foundation for the\nprovision of RFAT Services, with terms effective August 1, 2023 through\nJuly 31, 2024, with two one-year extension options, at an estimated\namount of $1,016,334 annually, to be financed using 75% ($762,251)\nFederal funds, 17.5% ($177,858) State funds, and 7.5% ($76,225) NCC;\nExercise the extension option and to execute future amendments to the\nfour RFAT contracts with TCCF, to make changes to the scope of work\nor the terms and conditions, if such changes are necessary to meet any\nFederal, State, or County requirements or to meet program needs;\nExtend the four new RFAT contracts by written notice for a period not to\nexceed six months beyond July 31, 2026, if such additional time is\nnecessary to complete the negotiation or solicitation of a new contract,\nprovided that a cost of living adjustment is not included, and sufficient\nfunding is available for the extension.
