9. Protecting Los Angeles County Residents through Curbing Electronic\nBenefits Transfer Card Skimming\nRecommendation as submitted by Supervisor Solis: Instruct the Interim Director\nof Public Social Services, in collaboration with the Directors of Consumer and\nBusiness Affairs, Economic Opportunity through the Office of Small Business,\nthe Agricultural Commissioner/Director of Weights and Measures and the\nInterim County Counsel, to develop and implement strategies to combat illegal\nskimming in the County including, but not limited to, a multilingual, outreach\ncampaign to local businesses and business associations to ensure they are\naware of illegal skimming devices and how to address the concern, and a\nmultilingual, outreach campaign to the Department of Public Social Services’\ncustomers specifically, as well as to the public, to warn them of the increasing\nprevalence of illegal skimming devices which should leverage hyperlocal and\nethnic media; instruct the Interim Director of Public Social Services, in\ncollaboration with the Chief Executive Officer, through the Legislative Affairs\nand Intergovernmental Relations Division, to advocate at the State and Federal\nlevels to support and advance more immediate solutions that protect and more\nexpeditiously restore the benefits of individuals and families on public\nassistance and that ensure measured accountability for those conducting these\nscams; and instruct the Interim Director of Public Social Services to ensure\ntimely restoration of client benefits in accordance with Federal and State\nregulations by ensuring local processes and procedures provide for timely\naccess to services and ongoing monitoring and tracking of Electronic Benefits\nTransfer skimming, including efforts by State and Federal partners to end\nskimming.
