34. County Parks Access/License Agreement\nRecommendation: Authorize the Director of Parks and Recreation to execute a\ntwo-year License Agreement (Agreement) with North East Trees, to conduct\ntrail repair, to seed and install native plant material, continue installation of\ncontainer plants pending weather conditions to avoid excessive plant mortality,\ncontinue ongoing management of invasive non-native plants, and minimize weed\nseed bank and establishment of native plants (2 and 4), effective upon full\nexecution through January 31, 2025 or earlier, and, take all actions to\neffectuate the Agreement; enter into a five-year Agreement with the Council for\nWatershed Health to conduct removal of invasive Arundo donax and other\ninvasive plants such as Ricinus Communis (castor bean) and ongoing\nmaintenance, with a five-year extension option, and take all actions to effectuate\nthe Agreement; renew the Agreements as needed due to project delays; and\nfind that the Agreements are exempt from the California Environmental Quality\nAct.
