47. City Trunk Line North Project Grant of Easement\nRecommendation: Acting as the Governing Body of the County Flood Control\nDistrict (District), acting as the responsible agency for the City Trunk Line\nNorth Project, consider the Mitigated Negative Declaration (MND) prepared and\nadopted by the City of Los Angeles (City) as the lead agency, together with\ncomments received during the public review period; certify that the Board has\nindependently reviewed, considered, and reached its own conclusions\nregarding the environmental effects of the County's approvals related to the\nproject as shown in the MND; and find that no mitigation measures in the\nMitigation Monitoring and Reporting Program are applicable to the County's\napprovals of the project and no additional mitigation measures within the\nCounty's power are necessary to lessen or avoid any significant effect of the\nproject; find that the grant of easement for water pipeline and appurtenant\nstructures purposes within Parcels 716GE and 717GE related to Tujunga Wash,\nin the Panorama City, Sun Valley, and Arleta communities of the City (3), and\nthe subsequent use of said easement will not interfere with the use of the\naffected parcels for any purposes of the District; approve the project, which is\nthe grant of easement for water pipeline and appurtenant structures purposes\nwithin Parcels 716GE and 717GE related to Tujunga Wash, in the Panorama\nCity, Sun Valley, and Arleta communities of the City, from the District to the\nCity; and authorize the Chief Engineer of the District to execute the easement\ndocument and authorize delivery to the City.
