49. Big Tujunga Reservoir Restoration Project\nRecommendation: Acting as the Governing Body of the County Flood Control\nDistrict, consider the Recirculated Initial Study/Mitigated Negative Declaration\nfor the Big Tujunga Reservoir Restoration Project (Project) (5) with all\ncomments received during the public review process, find that the Initial\nStudy/Mitigated Negative Declaration reflects the independent judgment and\nanalysis of the Board; adopt the Mitigation Monitoring and Reporting Program\n(MMRP), find that the MMRP is adequately designed to ensure compliance with\nthe mitigation measures during Project implementation, find on the basis of the\nwhole record before the Board that there is no substantial evidence that the\nProject may have a significant effect on the environment, and adopt the Final\nInitial Study/Mitigated Negative Declaration; approve the Project and authorize\nthe Chief Engineer of the County Flood Control District to execute the Big\nTujunga Habitat Conservation Plan (Plan) with the United States Fish and\nWildlife Service, which encompasses the Project and ongoing and future\noperations and maintenance activities, and provide $11,300,000 in financial\nassurances for implementation of conservation strategies and habitat\nenhancement activities identified in the Plan; and approve and direct the Chief\nEngineer to enter into a memorandum of agreement with the Los Angeles\nDepartment of Water and Power to formally recognize each agency's role and\nresponsibilities regarding the implementation of the Plan.
