33. Park Maintenance Services Contract\nRecommendation: Find that park maintenance services can be performed more\neconomically by an independent contractor; approve and instruct the Chair to\nsign a contract with Far East Landscape and Maintenance, Inc. for park\nmaintenance services at Castaic Lake State Recreation Area (5), for a\nthree-year term, with two one-year and six month-to-month extension options, if\nneeded, for a total term of five years and six months, at an annual amount not to\nexceed $650,611 and for a total maximum amount of $3,578,360.50, with a total\nmaximum amount of the contract is for the potential total term of 66 months and\nis inclusive of 10% increases annually for unforeseen services; and authorize\nthe Director of Parks and Recreation to take the following actions: (Department\nof Parks and Recreation) APPROVE\nExercise two one-year extension options for the contract, if in the opinion\nof the Director, the contractors have effectively performed the services\nduring the previous contract period and the services are still required,\nand if needed, the additional six month-to-month extension options for the\ncontract; approve and execute change notices and amendments to\nincorporate necessary changes within the scope of work; assign rights\nor delegation of duties should the contracting entities merge, be\nacquired, or otherwise change entities; and suspend or terminate the\ncontract if, in the opinion of the Director, it is in the best interest of the\nCounty;\nIncrease the contract amount by up to 10% in any year, including any\nextension option, for any additional or unforeseen services within the\nscope of the contract;\nAdjust the annual contracts amount for each extension option year to\nallow for an annual Cost-of-Living Adjustment in accordance with County\npolicy and the terms of the contract;\nDecrease the contract amount in any year, including any extension\noption, as necessary to reflect required modifications in services and/or\nbudget reductions; and\nExtend a contract for mowing services at Peter F. Schabarum Regional\nPark (4) on a month-to-month basis, not to exceed six months, as\nnecessary to complete the development and solicitation of a Request for\nProposals for the required services.
